Resolves issue of incorrect artifact being built with certain extra files in the zip files that shouldn't be there

Added certain files to build_ignore when building an artifact

@jashnani This PR adds files that don't need to be part of the artifact tar.gz file to build_ignore in the ibm_zos_ims repo's galaxy.yml file.
