Move news for collection maintainers to the Forum

Dear collection maintainers and contributors,

As our Ansible communities are moving to the forum and we've been getting very positive feedback so far, we're now discussing using the forum for announcements that are now made here.

We believe that the forum would work much better as, besides reducing the overall fragmentation, it provides a variety of features that GitHub doesn't support. To name a few (there are more):

• The ability to "notify-on-first-post" so we can keep the discussions in-thread without spamming everyone
• The ability to consume the news source by RSS (i.e actually news!)
• We can promote & recognise your efforts better too - for those that want it, a "Collection Maintainer" forum title is available

The forum supports login via GitHub account, so you don't have to create another one.

As you -collection maintainers- are primary audience for the announcements, please join the discussion and share your thoughts on the move!
