Add pypi and galaxy cli args #57

Need to be able to set the galaxy server and pypi server to use from the command line. That way it's easy to change those for testing.

This has been added to the config file. It could still be nice to have them as command line options but I'm removing it from priority as an alternate means to set these now exists.
