Add best practices article #5

Hard to give a good objective reason since it's my own blog post. The article is very popular since it came out, and tries to cover many aspects of a maintainable, understandable Ansible setup including explanations of distinguishing environments (testing, staging, production) nicely.

Also I see no Problem in submitting your own stuff to the List ;)
