Rather than hard coding repo data, let a use a config file ad Jill suggested.

[ ] config file for main repo data
[ ] config file for Shippable (more of a pain, can we make the bot look up for he project ID based on repo name?)
[ ] update example config file
[ ] defaults should match ansible/ansible

@mkrizek sinc le. We need the bot to run on various repos 1) does this seem reasonable 2) would you be interested in a backport to your ansibullbot repo?
