Moving ansible-project email list to forum

• [ ] Determine timeframe
• [ ] Draft messaging - must include simple instructions on how to set up the forum to receive emails on the project discussion category (with or without specific tags).
• [ ] Send message - at least 4 weeks ahead (to ansible-project email list)
• [ ] Send message internal to Red Hat as well
• [ ] Repeat message at 2-week mark
• [ ] 2-week mark - start replying to all new topics to request they ask on the forum instead
• [ ] Close down the ansible-project email (set to read only).
