Task: Create a destination repo for package docs in ansible-community #527

Follows on from https://github.com/ansible-community/community-team/issues/524

As discussed in the DaWGs meeting and captured in https://github.com/ansible-community/community-team/issues/516 we need a new repository that acts as the destination for the push step in the workflow that builds package docs. The repository should contain a folder that holds the HTML and other assets, a Python script to copy the resources, and a ReadTheDocs configuration file.
