Task: Configure a ReadTheDocs project from the destination repo #529

Follows up on https://github.com/ansible-community/community-team/issues/527

After we create a destination repo for the package docs build, we should import it to ReadTheDocs as a project under the ansible namespace.

As discussed at the DaWGs meeting, the project should use an alias of ansible so that we end up with ansible.readthedocs.io/projects/ansible to match the current url context docs.ansible.com/ansible.
