Ecosystem - move devtools to top #436

Put devtools as the first project in the ecosystem section - check with Tim on the description

Maybe it could say 'highlighted project' or something so it's clear there's a reason it's first in an alphabetical list? Just a thought.

Just for background, the main reasoning is that the devtools projects are used by everyone developing Ansible content (playbooks, roles, collections, etc.), so, it makes sense to give it a highlighted spot for that reason. But I just noticed we also have Ansible Core there.

It might make sense to put it next to ansible-core, and keep it alphabetical like @samccann mentioned?
