Use Dependabot also for actions #82

It seems that by default it only updates the workflows, but not the actions.

Adding entries for the actions should solve this. I hope :)

btw @felixfontein I'm not sure if approving the dependabot PRs merges them automatically (eventually), if they look good to use, please feel free to merge

It definitely does not, I'm approving them so you know that I already looked at them, and if you agree you can merge ;-) You know more about GHA in general and this repo, so I think it's better if you also take a look :)
