initial container image #2

@lahavyuv86 This PR is the first commit for the container image that will contain ansible-lint + extra logic. It is based on the pre-PoC code, but I removed the web UI for the moment. README.md contains the instruction on how to build the container image with the updated information on metadata output (lint-result.json). Would you review them and give me your comments? Thanks!
