Create nox session for release tagging

Per some discussion around the release tagging documentation, that task should be turned into a nox session, and then the tagging section of the README updated accordingly.

PR #1649 is now open for this @gotmax23. As noted there, I'm new to nox and very open to collab if there are better ways to do any of this.
