Per issue #1088, adding a daily (at 0700) scheduled cron job for CI runs, to catch any issues more often than a PR

Seems fine to me. Thanks @x1101 I'll add my approval later, just need to think whether we want to keep this on the devel branch or backport. I added the "no backport" label for now anyway.

The vast majority of core PRs happen in devel first, so I think devel for night might be good enuf.
