Converted all RST docs to ASCIIDOC
Removed sphinx related configuration files

@Akasurde Hi I've added a WIP label to this issue. Can we hold off on merging and making a decision about converting to asciidoc? I brought this up with Yanis and the community team. They think it would be better for all Ansible projects to have a similar doc format so we don't create a barrier for contributors.

We're going to do some investigation with the community and try to get feedback. Is it OK if we hold off on merging for a day or two?
