Organizations admin is unable to add users to organizations #5223

Bug Report

SUMMARY

Unable to add users to organizations with Admin access to organizations. Only system administrator is able to add users to organizations.

ENVIRONMENT

AWX version: 8.0.0
AWX install method: docker
Ansible version: 2.8.5
Operating System: RHEL 7
Web Browser: Google Chrome

STEPS TO REPRODUCE

EXPECTED RESULTS

I was able to add users to organizations in AWX 2.X.X version

What's the error?

I have got same bug. Error message don't appear.

Occurs the following situations.

The user to add is not system administrator.
The user to add is Organization administrator.
The added user belong to some organizations.

other infomation

use LDAP integration
enable "Organization admins can manange users and teams" option
