Prepare for publishing ansible-core 2.14 documentation in japanese #669

As the date for 2.14 GA approaches, we are updating our core documentation for the japanese language (https://github.com/ansible/ansible/pull/79205).

In order for this to land smoothly, few changes need to happen:

Update docs.ansible.com page
Update version checker
