redirect EOL 2.3 docs to latest #109

Now that we have 2.3 at the archive location ( https://docs.ansible.com/archive/ansible/2.3/) redirect any traffic from the older site (https://docs.ansible.com/ansible/2.3/index.html) to latest.

Tested by: 1 - Gathering the top 30 pages for 2.3 based on Web Analytics 2 - Finding those pages on docs.ansible.com/ansible/2.3 3 - Hacking the Test url by pasting ansible/2.3/xxx into it and having the redirects happen. 4 - Verify the redirect lands on the correct page.

Verified we can remove these redirects if we need to by:

creating new PR that has the 2.3/ directory and an empty .htaccess file in it.

[x] Republish docsite to test and verify redirects in place
[x] Republish docsite to prod and verify redirects in place.
[x] celebrate!
