Redirects for Ansible 7

Verified on test.

How I verified:

• go to any plugin on https://docs.ansible.com/ansible/devel/collections/community/general/index.html#plugins-in-community-general
• change version switcher to 2.9
• See that the same plugin is available in 2.9. This doesn't work on all modules/collections because we added a bunch since 2.9, but ansible.builtin and community.general are almost if not entirely available in both releases.

Since we removed the version switcher from 2.9 we can no longer test the return redirects via the version switcher but hacking the url to change 2.9 to /latest/ shows the return redirects also work.
