QE: Integrate API releases with VORTEX #174

From the go-live platform checklist, we need to do the following:

REST API implementation follows the following guidelines including a promotion 
gate in place before VORTEX

A "promotion gate [...] before Vortex" refers to the CI smoke tests, the next test job we'll be configuring which runs a subset of the test suite we develop in the IQE plugin. This is at the top of the list in January for QE.
