API: Configure and manage content sync

Part of #223

As an Automation Hub admin I want to use the Galaxy API to do the following:

• configure Pulp to sync certified content from c.rh.com
• configure Pulp to sync community content from galaxy.ansible.com
• initiate the sync process
• monitor the status of the sync process
