Finalize Namespacing

Work with the core team to finalize the following with regard to modules, plugins, module_utils, and roles:

• How to store installed content on local file system
• How to reference content in Playbooks

We can close this issue when:

• [ ] Plan is documented, including work to be done in Mazer and in Ansible core, and presented to the team
• [ ] Plan is approved by Ansible core, @thaumos and @tima
• [ ] Plan is organized into sprints, issues
