Add a sep installed_namespace_db, update install for new namespace format #107

SUMMARY

Add a sep installed_namespace_db

To find repos, first find namespaces. To find content, first fine namespaces, then repos, then content.

This also makes 'install' install to ~/.ansible/content/namespace/reponame/*
