Update 'publish' cli help to point to where API key can be found. #230

Basically, do the TODO at https://github.com/ansible/mazer/blob/devel/ansible_galaxy_cli/cli/galaxy.py#L87-L88

# TODO: Include the url for the pref page where the API key can be found, however, that
#       needs to know the server url which isn't known until after cli args are parsed.
