Update galaxy API use for new error result format #231

Update the use of the Galaxy rest API to use the updated error format as implemented in https://github.com/ansible/galaxy/pull/1760 (related to https://github.com/ansible/galaxy/issues/1742)

'publish' api results (POST /api/v2/collections) will have a different response format for 409/conflict errors
fetch/download 404s? (maybe ansible_galaxy.download, maybe ansible_galaxy.fetch.galaxy_url, ansible_galaxy.install?)
Plumb error response details where useful
