add a job to the "Deploy Cloud Stack in AWS" workflow for creating a report server instance
changed existing report_server variables to point to the new report server
updated READMEs

Closes #143

Test Plan: Use branch jce/report-server Setup Cloud and Linux Run "Deploy Cloud Stack" expect new server named "reports" Refresh Inventory Run "Linux Patching" expect success with report URL
