Bug 1533425 - add bind support for postgresql #32

Adding bind support for postgresql. I tested this with the new apb-base change and was able to bind to mediawiki through the UI.

We're not going to add async bind to postgresql-apb for 3.9. I'm going to close this PR since it will need further development.
