Implement asynchronous binding and generate passwords

Some improvements for the postgres-apb that requires asynchronous binding. Consider merging it to a separate branch.

• Install psycopg2 dependency required by postgresql_* tasks
• Use asynchronous binding to create a database/user/password per-client
• Generate passwords for postgres user and client users when empty
