vefa.difi.no is not active any more, need version 2.3 on maven #78

Hi, since vefa.difi.no is not active we have had problems with EHF, and i see that in version 2.3 of vefa-validator url vefa.difi.no has been replaced with anskaffelser.dev which should resolve those problems.

Can you put the newest version on maven please ?

You can set the correct URL in earlier versions.

Though i also support the request to get the latest updated version available on maven :-)
