Update CHANGELOG for v0.16.6 and remove .md files in doc/changelog.d

I dont get it.. why is it opening this PR?

@germa89 it opens the PR whenever a new release is made, so it can update the changelog.rst file in main and remove the towncrier fragment files that were used in that release
