Update the `pyansys` template

📝 Description of the feature

There are a few sections of the template ansys-template that can be updated:

• [ ] Remove the requirements folder and add the requirements in pyproject.toml.
• [ ] Modify README.rst instructions to use python -e .[doc,tests]
• [ ] Remove the possibility to support Python 3.7 to follow https://github.com/pyansys/pyansys/pull/228.
• [ ] Add an AUTHORS.md file
• [ ] Revisit the conf.py file and align to latest ansys-sphinx-theme
• [ ] Enable dependabot for the template dependencies (if possible somehow)
• [ ] Fix the package/library naming since it is confusing for the users and naming is performed oddly.
