Add build/test pipeline - part 2

Part 1 was to add the yml file in question, part 2 is making the steps green

• Update some paths where they are required
• Fix toml syntax in pyproject.toml
• Add test workflow with 3.6-3.10 tests
• Disable twine check for the moment
