Bump version to 3.0.0b0

Will be followed by another PR to fix the classifiers

I'm surprised it's appending the dev version number, even with the fixed PR target. Maybe the PR needs to be closed and re-opened?

We're using the base ref associated with the pull request event as a check, so that might be correct. There might be a better context variable to refer to the current base reference
