Implement the use of ``pyansys-tools-versioning`` #1416

Description of the feature

Following https://github.com/pyansys/pyansys-tools-versioning/issues/4 we are intending to implement the usage of this new package in PyMAPDL.

This will remove the use of check_version from inside the code.
