Fix the create_toc script to prevent duplicate items being added into the dictionary (preventing the duplicate sections in toc.yml).
Remove doc/_build/html paths from toc.yml
Adjust the doc templates to add "Mechanical 20xx Rx API Reference" links depending on the versions in the package instead of hardcoding
Adjust the markdown cleaning script to remove all vale comments
