This pull-request acts as a technical review for the project. The following modifications were performed:

[x] Unification of release jobs
[x] Improvements on the .gitignore file
[x] Drop support for Python 3.9

Removed "-W" from Makefile since the documentation has cross-references for multiple versions of stubs and non-Python return values, which is expected
