MAINT: Update protobuf requirement from <3.21.0,>=3.19.6 to >=3.19.6,<4.25.0 #8

@Revathyvenugopal162 Google ProtoBuf is used by ansys-api-workbench package, which pyworkbench depends on. So I guess we don't need to specify indirect dependencies here, correct? Then we can remove this dependency totally.
