chore(build): JSDoc svg to png base64 #646

在 https://github.com/ant-design/ant-design-icons/pull/635#issuecomment-2013025535 评论中，IntelliJ IDEA 不支持 svg 格式的支持。 所以改进转换 base64 方法，将 svg2png => png2base64 这样的步骤.
