refactor: @rc-component/mini-decimal -> big.js #6535

在应用中使用到 big.js 的可能性很高，如果 ADM 也是用 big.js 则有很大概率能够减小最终产物的体积。big.js 已经迭代了非常多的版本，相对来说更加可靠。而 @rc-component/mini-decimal 相对维护的并不是很活跃，也缺乏文档。

@rc-component/mini-decimal 就是我维护的。。。我特地把一些 big.js 换成更小的。因为 steps 计算里是不需要特别多的操作方法的哈~
