Playlist cannot parse remote VoD URLs with + #6672

When creating a playlist, if the remote VoD file has + in the URL, it is not getting added as an item in the playlist.

e.g., https://xxxx.s3.amazonaws.com/concerts/BOB+MARLEY++Live+in+Santa+Barbara+1979+FULL+CONCERT.mp4

The same works when adding as a stream source.
