Fixing requirements for fresh install #208

Description of change

Cleaning up requirements.txt as it had redundant dependancies
Fixing circular import with setup.py preventing requirements being installed

Fixes:

Issues discovered when doing fresh installs of PolarRoute

Testing

No core files changed, but modifying requirements.txt could affect anything, so tested everything All pytest results
