__utma cookie set to 15 visits #1

This isn't necessarily a problem, but I'm curious why the 6th parameter in 
the __utma cookie is set to 15. From my understanding the 6th parameter is 
the number of visitor sessions since their first visit. For a single 'hit' to 
the site, would this not typically be set to "1", or ultimately, a counter?

Is it documented somewhere. I would like to know what 15 means. I've already
