Adjusts instructions, error messages, fixes a bug, makes download URL configurable, and uses new binary URLs.

I haven't tested this with OS X yet, but I seem to remember testing the binary for osx several months ago and having no issues with it.

Also, I tried coming up with a better way to do a release of the Infer binaries - currently I think the way it is done is probably the easiest/best.

Can you rename this to something more descriptive?
