OSM bins state saved and loaded

This PR activates saving and loading points' bins when loading from OSM. The full process is:

• save the state of bins (both in a file and in cache)
• dump and create back OSM table
• query OSM api for recycling points
• categorize points
• load bin state from cache
• load points into OSM table
