check conformity to official iris database #39

When an iris database is loaded we should check coehrence with the official reference.

For past years, we could also update iris when possible (merging, renaming, etc.)

I check geo Iris find on IGN using in insee-iris :

Some of our iris (from Iris open-moulinette) are missing ~ 2k (like Angers : CODGEO 490070605). So we lost some informations du to lack of update by IGN / INSEE.

But updating old Iris by the new one (updating label features as well like LIBGEOetc..) and aggregate all our features is a good point.

By missing, you mean that there is no row ? I have found some missing columns in some Iris (see Amiens for instance) like LIBGEO, but still we have the Iris id + many other variables !

I think the problem concern more IGN data (geo data on Iris). Don't check if there is an update from IGN but Insse data (from insee directory) are ok now.
