Environment details: MySQL 5.7 PHP 7.4 Moodle latest MOODLE_311_STABLE

Error details: And I navigate to the course accessibility report: Xpath matching locator "//a[contains(@href, "report/allylti/launch.php?reporttype=course")]" not found.
