Timeout when connecting to docker container on port 1433, while SSMS connects #2232

Steps to Reproduce:

  1. Run Mssql-server-linux based container mapping 1433 to host 1433.
  1. Attempt to connect to localhost with supplied SQL Login credentials.
  2. Receive timeout message below
  3. Attempt to connect to VS Code mssql extension with the same results
  4. Connect within SQL Server Management Studio with success

Connection Timeout Expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. This could be because the pre-login handshake failed or the server was unable to respond back in time. The duration spent while attempting to connect to this server was - [Pre-Login] initialization=21006; handshake=0;

System.Data.SqlClient.SqlException (0x80131904): Connection Timeout Expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. This could be because the pre-login handshake failed or the server was unable to respond back in time.
