Markdown in notebook not scrolling #5003

Issue Type: Bug

There should be a scroll bar which scrolls the entire length of the markdown cell for very large markdown cells when editing the raw markdown.

Note that when previewing the markdown in ADS, the scroll bar correctly accounts for the very long cell and the entire length of the cell can be scrolled through using the scroll bar.

It is possible to scroll through all the content using the mouse wheel or arrow keys, the issue is with the scroll bar.

I cannot share the offending markdown publicly on GitHub, but I can probably share it privately if needed.
