Project Dashboard should have a message when empty (when no Deployment/Build history) #5071

Steps to Reproduce:

  1. We recently added the Project Dashboard to Shoul build and deploy history
  2. When there is no history for the session The dashboard is empty and look weird.
  3. the Dashboard should have a message to the effect of "run build and Deployments to see the data/history here."
