Add REST API or webhook #196

Add the option to control Joal from API to start / stop. This will be useful for integrating Joal in automations in a smart home ecosystem like Home Assistant

I plan to add support for that in the next version, but there is no ETA.

I'll close this issue and merge it with https://github.com/anthonyraymond/joal/issues/190
