This PR introduces real-time build status updates for pull requests using the SWR library. It enhances the user experience by providing live updates without manual page refreshes.

Key changes:

Integrated SWR for fetching and updating build statuses
Improved UI to reflect running state with a spinning icon
Updated GitHub webhook handler to trigger revalidations
Enhanced fetchBuildStatus function in github.ts to support SWR
Disabled action buttons while build is running
Added periodic refresh of build status (every 10 seconds)

Shortest caught an edge case for me! 😅

New changes:

Fix: Show "Update tests to fix" button for pending build status
Implement Optimistic UI to improve user experience by giving immediate UI feedback
Add new unit tests for SWR implementation in Pull-request.tsx component
Mocking the entire github.tsx server actions, including recent changes from this PR, was crucial for simulating the Clerk Auth flow in github.test.tsx
This change skips coverage reporting while preserving test execution. We'll need to revisit and fix the vitest configuration later to re-enable proper test coverage reporting.
